전문인력이민 : 동기간내 진전사항 없음. 미미하나마 simplified application 으로 접수된 케이스에 대한 신검 통보 소식.
순수투자이민 : 2차서류 접수후 심사 결과 통보 지연. 금번 기간내 신체검사 통보답보상태 유지.
마니토바 주정부이민 : 강화된 기준으로 접수된 케이스에 한해 특별히 수속 지연은 없는 상태. 총 수속기간 약 1년 정도 소요.
뉴브런스윅 주정부이민 : 올초 인터뷰응시자까지 노미니 발급.
부모초청이민 : 연방 수속 매우 원활. 스폰서쉽 승인까지는 여전히 3년 소요.
배우자초청이민 : 약간의 지연 예상.
무더위가 이제 좀 수그러드나요.. 날씨는 덥고, 수속은 안되고.. 참 깝깝스러웠던 여름이 지나갑니다. 다가올 가을만큼이나 시원한 수속상황 기대하면서 금번 기간내 주한 캐나다 대사관 수속상황 안내드립니다.
1) 2008년 2월 27일 이전 접수케이스 – Simplified application
아주 미미하긴 하나, 보완서류 제출 이후 홀딩되어있던 케이스에 대한 신체검사 통보서가 몇 건 전해졌습니다. 그 외에는 특별히 진전이라고 불릴만한 소식은 없는 상태입니다. 머피고객뿐만 아니라 다른 이주업체를 통해 수속을 진행하셨거나 혹은 스스로 서류를 접수하신 분들모두 인지하고 계실테지만, 이민국이나 대사관모두 수속 기간에 대해서는 어떠한 게런티도 하지 않습니다. 신청하신분들의 개인적인 상황이 고려되는 것 또한 아니며, 서류 심사에 어떠한 법칙이 적용되는 것도 아닙니다. 그러나 이러한 대사관의 입장을 100% 존중한다고 하더라도, 이분들의 기다림이 너무나 기약없는 것이 현실입니다. 2008년 2월부터 적용된 전문인력이민 시스템으로 인해 가장 피해(?)를 보고 계신 분들이 바로 이 simplified application 접수자 분들이 아닐까 싶은데요, 현재 2007년 2월 접수자 분들의 심사결과까지 통보되었으니, 이후 약 1년 (2008년 2월말 이전까지) 동안의 전문인력이민 접수분량이 그대로 묶여 있는 셈입니다. 이에 대해, 머피고객분들의 케이스에 대해서는 다음과 같은 내용으로 질의서가 접수되었습니다.

Dear: Visa Officer/Program Manager I have some questions in regard to the processing times of simplified applications of Murphy Contents. Since the announcement of Ministerial Instruction in November 2008, it has been impossible to check progresses in processing simplified applications although C-50 cases have been processed. In cases of clients of Murphy Contents, I notice that any simplified applications received after February 2007 have not been processed at all. I would like to know what holds the processing of simplified applications. I understand the Visa Office does not provide any guarantee in respect to the processing time. However I do not know how to explain to my clients the current situation where processing of simplified applications is so much delayed. The table below shows the processing times of Visa Offices provided by CIC.

They show that it takes four times longer to finalize 50% of cases. What worries me is that it is unclear the processing times will be shortened in the future.
The Visa Office processed applications in the order of reception but this seems not to be the case now. Modified instructions give disadvantages to the applications received before the modification.
Simplified application requests applicants to provide full documents when they are actually about to review the applications. Since simplified application was adopted in September 2006, Immigration instructions have requested provision of full documents four months prior to document examination. This means that applicants can expect their applications to be processed when they are requested to provide full documents. However applicants for simplified application have not been provided any comments or notices from your office for almost 18 months since they provided their full documents. In addition, they cannot expect when their applications will be processed.
I understand you do not give any clear messages in regard to the processing time. However it is my duty to clearly understand your processing procedures and provide exact information for my clients. I understand that it is difficult to expect the exact processing times. However I’ve noticed that no simplified applications have been processed for last three to four months. I am not sure whether any simplified cases have not been reviewed or your notices have been delayed. I would like to be informed in respect to your processing procedures.
- Can you give us approximate processing times to finalize the simplified applications received before February 27, 2008?
- Or can you give us approximate number of applications to be processed a year?
- When will you start processing of simplified applications?
- Do you delay processing all simplified applications of only cases processed in Seoul Office, or all visa offices in the world, even though it can be guessed through CIC web site?
- Do I have to think about the worst scenario where no visa is issued by application of newly implemented immigration regulations?
- Do you refund the processing fee, if the simplified applicants withdraw their applications now?

대사관에 질의레터를 보낸 이후로 아직까지 별다른 답변을 받지는 못한 상태입니다. 이 질의서가 수속에 어떤 영향을 줄지, 어쩌면 어떤 영향도 주지 못할런지에 대해서는 저희도 명확히 안내를 드리기가 어렵습니다. 다만, 대사관에 지면으로, simplified application 신청자 분들의 기다림에 대해 알리는 것이 필요하다는 판단이었구요, 부디 향후 수속전개에 긍정적인 영향을 끼칠수 있게 되길 바라는 마음 간절합니다.
2) CIO 시스템(1st Set – 38개직종해당자) 으로 접수된 케이스
동 기간내 특별한 진전없습니다. 한동안 꾸준하던 신체검사통보 소식이 뜸해지더니 금번 기간동안에는 신체검사 통보소식이 전해지지 않았습니다. 침묵이 길어지지 않길 바랍니다. 새로운 소식 업데이트 되는대로 안내드리겠습니다.
3) CIO 시스템(2nd Set – 29개직종해당자) 으로 접수된 케이스
본격적으로 서류 접수가 시작되었습니다. 6월 26일 새로운 2nd instruction 이 발효되고나서, 이후 7-8월 두달동안 영어시험 및 서류를 준비한 분들의 러쉬가 시작되었다고 해도 과언이 아닌데요, 어느 직종의 CAP 이 가장 먼저 충족될런지도 귀추가 주목되는 사안입니다. 아직은 통계라고 보기는 어려우나, 머피고객분들을 기준으로 보면, NOC#1122>3112>3131 코드 순으로 케이스가 접수되고 있습니다.
아마도 2010년에 할당된 쿼타가 모두 소진되었기 때문이 아닌가하는 조심스러운 원인 분석을 내놓습니다. 금번 기간내에 신체검사나 보완서류요청등의 심사 통보소식이 거의 없는 상태가 유지되고 있습니다. 만약 쿼타소진이 수속 지체의 원인이라면, 심사결과가 통보되는 시점은 몇 달후가 될 것으로 예상됩니다. 신체검사이후 송금요청 및 비자 발급 상황은 원활한 편입니다.
일단 인터뷰 통보까지가 결정되면 그 이후의 수속상황은 원활한 편입니다. 접수후 약 2개월 후 인터뷰, 인터뷰후 약 3-4개월후 노미니 발급, 서울대사관 접수후 약 6개월 수속 기간 예상… 합계 약 1년정도의 수속기간을 예상하시면 되겠습니다.
 
금번 기간내에 전해진 노미니 발급 소식이 반갑습니다. 앞으로의 수속진전이 기대되는 대목인데요… 이런 와중에 ^^;; 뉴브런스윅 신청을 원하시는 신규 케이스도 조금씩 늘어나고 있는 추세입니다. 올해초, 뉴브런스윅 강화된 주정부 이민법이 발표될 당시의 충격(^^)에서 조금은 벗어나신게 아닌가 싶은데요, 연방 투자의 투자금 상향 조정, 전문인력이민 직종 축소, 마니토바 주정부이민의 자격강화등.. 이 모든 악재가 뉴브런스윅 주정부로의 리턴을 가속화시키는 양상입니다. 뉴브런스윅의 경우, 투자금 대비, 실제 비즈니스에 대한 수익률면에서 타주에 비해 특별히 약세에 있다고 볼수는 없습니다. 캐나다 이민을 생각하시는 분들께 또 하나의 대안이 될수 있길 바랍니다.
서울대사관의 수속상황이 조금씩 더뎌지고 있습니다. 기존, 스폰서쉽 승인후 2-3개월이면 마무리되던 수속상황이 근래 4-6개월까지 지연되고 있습니다.
신검후 약 2-3개월후 여권 제출 통보서가 발급됩니다.
약 2-3주정도가 소요됩니다.
얼마전, 주한 캐나다 대사관으로부터 세미나개최에 대한 내용이 언급된 이메일이 발송되었다가 며칠후 리콜된 일이 있었습니다. 세미나가 있었다면 머피가족분들의 궁금증을 조금이나마 풀어드릴수 있지 않았을까 하는 마음 때문에 너무 아쉬웠는데요, 음.. 대사관이 우리의 불만을 짐작한건 아닐까요..-_-
