2020년 5월 6일 경 캐나다 이민국의 업데이트에 따르면, 

2020년 8월 31일까지 국제 학생 중 “Essential Services” 즉 캐나다가 지정한 필수 서비스를 제공하고 있는 학생들에게는 20시간 이상 일을 할 수 있도록 조치하였습니다.  

- 학생비자를 소지한 자

- off 캠퍼스에서 일을 할 수 있는 자

- 필수 서비스를 제공하고 있는 자

 

위 조건에 모두 해당이 된다면, 20시간을 넘어 full-time으로 일하실 수 있습니다. 

 

아래는 필수 서비스 즉 Essential services 그리고 functions에 대한 이민국 안내 사항입니다. 참고해주시길 바랍니다. 

 

필수 서비스란? 

코로나 팬데믹 기간동안 캐나다의 필수 서비스 및 기능에 대한 안내사항

 

캐나다의 National Strategy for Critical Infrastructure가 정의하기를, 중대한 인프라란 과정, 시스템, 시설, 기술, 네트워크, 자산 그리고 캐나다인들의 건강, 안전, 안보, 또는 경제적 웰빙 그리고 정부의 효과적인 기능을 말합니다. 다음 National Strategy는 캐나다 내 중대한 인프라를 10개의 부문으로 구분합니다. 

 

1. Energy and Utilities

2. Information and Communication Technologies

3. Finance

4. Health

5. Food

6. Water

7. Transportation

8. Safety

9. Government

10. Manufacturing

 

캐나다 내 다수의 관할 지역들은 비즈니스 중지 및 국경 조치의 시행을 알려왔으며, 주정부의 발표에 따르며 “필수 서비스”를 제공하는 조직들만 운영을 허가한다고 강조해왔습니다.

 

Public Safety Canada은 사람들의 보건, 안전 그리고 경제적인 웰빙을 위한 중대한 인프라 서비스와 기능들이 안정적이게 운영되는 동안 주/영토, 토착민들의 커뮤니티, 그리고 각 지방 행정 구역들이 커뮤니티를 지켜낼 수 있도록 돕기 위해 코로나 팬데믹과 관련하여 필수적이라고 간주되는 일련의 기능들을 발달시켜왔습니다. 이러한 서비스 및 기능들은 스스로 필수이라 규정하는 개별적인 부문 또한 돕고 있습니다. 

 

본 서비스 및 기능들은 여러분의 삶, 건강 및 기본적인 사회적 기능들을 지키기 위한 필수적인 부분이라 간주되고 있습니다. 응급 의료원들, 의료보건 근로자들, 중대한 인프라 근로자들 (전기 및 천연가스) 그리고 중요한 상품 예를 들어 식품 그리고 약품을 제공하는 데 필수적인 근로자들에 의해 제공되는 기능들이 포함하되 제한을 두고 있지 않습니다. 필수적인 서비스 및 기능을 제공하는 근로자들은 코로나 바이러스 증상이 없는 경우에만 지속해서 일할 수 있습니다. 본 근로자들의 고용주들은 보건 당국에서 권고하는 방법 및 절차를 이행하며, 적절한 보호 장비 및 제품들을 제공하는 등 근로자들의 건강 및 안전을 지키기 위해 가능한 모든 수단을 이용해야 합니다. 또한 원격으로 업무를 수행하고 있는 근로자들 또한 그러해야 합니다. 

 

Public Safety Canada가 중대한 인프라 안보 및 회복을 가능케 하기 위한 중요한 역할을 하는 동안, 지방자치, 주정부 또는 토착 관할지역은 그들의 관할 구역 내에서 대응책들을 시행할 수 있는 입법권한을 가집니다. 

 

많은 기관들은 어떤 서비스 및 기능들이 지속적인 운영을 위한 필수적인 역할을 하는지 결정하고 있으며, Public Safety Canada는 본 관할 내 및 사이의 중대한 인프라 근로자들의 이동을 가능하게 하기 위한 노력 및 지원을 돕기 위해 필수적인 서비스 및 기능들의 대략적인 리스트들을 따라왔습니다. 본 필수 서비스 및 기능들을 사실상 권고사항이므로, 본 안내사항은 연방의 지시사항 또는 기준으로 간주되어서는 안됩니다. 

 

본 일련의 필수적인 서비스 및 기능들 (부록 A)은 산업적인 대리인들과의 상의 하에 만들어졌습니다. Public Safety Canada는 일이 진행되면서 지속적으로 그들과의 상의를 통해 본 리스트를 조정할 예정입니다. 본 필수 서비스 및 기능들에 대한 구체적인 질문 그리고 안내사항은 여러분의 관할구역의 당국에게 연락주시길 바랍니다. 

 

부록 A: 중대한 인프라 부문의 필수 서비스 및 기능

 

보건 (Health)

1. 코로나 바이러스 테스팅을 제공하는 근로자

2. 코로나 대응을 위해 중요 임상실험 및 연구를 실행하는 근로자

3. 케어기버 (Caregivers: physicians, dentists, psychologists, mid-level practitioners, nurses and assistants, infection control and quality assurance personnel, pharmacists, physical and occupational therapists and assistants, social workers, counsellors, speech pathologists and diagnostic and therapeutic technicians and technologists)

4. 병원 및 실험실 직원 (accounting, administrative, admitting and discharge, engineering, epidemiological, source organs, plasma and blood donation, food service, housekeeping, medical records, information technology and operational technology, nutritionists, sanitarians, respiratory therapists, etc.)

수도 (Water)

1. 식수 및 폐수/배수시설 인프라 운영 및 유지 업무와 관련된 고용인

2. 수질을 유지 및 테스트하는 고용인

3. 수도 부문과 관련하여 건설 및 복구 작업 및 서비스 근로자 (building and commissioning water and wastewater systems and supporting the health and safety of users of the system)

식품 (Food)

1. 식품 그리고 음료제품을 판매하는 식료품점, 약국 그리고 다른 아울렛 근로자 (convenience and pet food stores)

2. 테이크아웃 그리고 식품 배달 서비스 운영에 필수적인 레스토랑 고용인

3. 식품 생산 근로자 그리고 공급회사의 고용인 (업종: food processing (packers, meat processing, fish processing, cheese plants, milk plants, produce, etc.) facilities; livestock, poultry, fish and seafood, slaughter facilities; pet and animal feed processing facilities; human food facilities producing by-products for animal food; beverage production facilities; and the production of food packaging)

4. 다음 업종에서 근무하는 근로자 (animal food, feed, by-product and ingredient production, processing, packaging, and distribution; manufacturing, packaging, and distribution of veterinary drugs; truck delivery and transport; farm and fishery labor needed to harvest and produce our food supply domestically)

2. 라디오, TV, 그리고 미디어 서비스를 지원하는 근로자 (다음 근로자을 포함하지만 제한하지 않습니다. front line news reporters, studio, and technicians for news gathering and reporting)

3. 독립적인 시스템 운영업체 및 지역적 송신 기관에서 일하는 근로자, 그리고 네트워크 운영 직원, 네트워크를 관리하거나 시설을 운영하는 엔지니어, 그리고/또는 기술자

<전력산업>

1. 전력의 발전, 전송, 그리고 배급을 유지, 보장, 또는 복원하는 근로자 (call centres, utility workers, reliability engineers and fleet maintenance technicians)

2. 전력 부문과 관련하여 건설 및 복구 작업 및 서비스 근로자 (the generation, transmission and distribution of electricity power)

3. 핵발전소에서 안전 그리고 보안 운영을 위해 필요한 근로자

4. 발전, 전송, 전력 black start (발전소를 재가동하는 과정)시설 근로자

5. 독립적이 시스템 운영업체, 지역적 전송 기관 그리고 balancing authorities (지역 내 전력의 균형을 유지하는 시설)을 운영하는 데 필요한 근로자

4. 응급상황 대응 서비스를 제공하는 석유 보안 운영 센터 고용인 (Petroleum security operations centre) 그리고 근로자

5. 석유 운영/경영 조정실/센터

6. 석유 굴착, 시추, 생산, 가공, 정제, 터미널 오퍼레이션, 운송, 그리고 화학 생산을 위한 최종 소비 연료 또는 공급 원료로 사용하기 위한 소매업

7. 보전, 유지 그리고 응급상황 대응을 위한 국내외 운영/경영

8. 주유소와 트럭 정류장과 같은 소매 연료 센터 그리고 이를 지원하는 배급 시스템

9. 오일 유출 그리고 다른 위험 물질 대응 및 청소을 지원하고, 그리고 대응 및 청소에 필수적인 장비를 제공하는 공급자

운송 (Transportation)

필수적인 운송업 근로자은 다음과 같은 운송 기능을 지원 또는 보장하는 근로자을 말합니다. 운송방식 (도로, 항공, 철도, 해상)통해서 비 필수적인 여행이 제한되는 상황에서 식품 그리고 사람의 지속적이고 필수적인 이동을 지원하는 근로자를 말합니다. 명확하게 말해서, 다음을 포함하되 제한하지 않습니다. 

 

1. 트럭 운송 고용인 (drivers, dispatchers, maintenance and repair technicians, warehouse workers, truck stop and commercial vehicle inspection station workers, rest area workers, and workers that maintain and inspect critical infrastructure (including those that require cross-border travel))

2. 군수운영을 보장하는 행정 및 지원 서비스를 제공하는 회사 그리고 운송 시설의 고용인 (+distribution, cooling, storing, packaging, and distributing products for wholesale or retail sale or use)

3. 철도 운송 인프라를 점검하고, 철교 교통 그리고 철도 작동 장비를 조정하는 관리 책임자

4. 승객, 통근자, 화물열차를 이동시키고, 철도 인프라와 장비를 유지하는 데 관리 책임자

5. 해상운송 근로자 (those in the commercial shipping sector who ensure the continuity of operations and the fluidity of commercial shipping, such as vessel crew, port workers, mariners, equipment operators, longshoremen, sailors, marine pilots, marine agents, representatives of foreign ship owners, maintenance workers, tug captains, and others)

생산 (Manufacturing)

1. 중요한 인프라를 지원하기 위한 필수 서비스 제공하는 upstream 서플라이 체인 (생산을 위한 재료를 투입/공급) 근로자

2. 다음에 필요한 공급, 재료 그리고 상품을 생산하는 데 필요한 근로자 (medical devices and drug supply chains, transportation, shipping, energy, communications, aerospace, shipbuilding, food and agriculture, chemical manufacturing, nuclear facilities, sanitation, water and wastewater treatment, banknotes, emergency services and defence and security)

3. 금속 배급 서플라이 체인을 지원하는 근로 (+metal manufacturing, metal-casting, parts, and machining)

2. 고객 그리고 비즈니스가 은행 및 대출서비스에 제공받는 데 필요한 근로자 (bank branches, ATMs, customer call centres, facilities management) 그리고 통화 및 지급금을 운송하는 데 필요한 근로자 (armored cash carriers)) 

3. 연금 서비스와 고용인 복리후생 서비스 제공에 필요한 근로자

4. 재정 운영을 지원하는 근로자 (those staffing processing data and security operations centres and other control functions)

정부 (Government)

1. 중단될 경우 캐나다인의 건강, 안전, 보안 또는 경제적인 웰빙에 또는 캐나다 정부의 효율적인 기능에 높은 수준으로 문제를 야기할 수 있는 서비스 또한 활동

2. 필수적인 공공 정보를 보급하기 위해 또는 정부 지속성을 확실히 하기 위한 공고, 규정, 법률, 공공 서비스 안내사항 또는 광고의 창작, 번역 그리고 출판 업무에 관여된 근로자

3. 전자 여권, 영주권, 얼굴 인식, 비자, Vital Statistics, Provincial 또는 Territorial ID 카드 (drivers’ licenses) 프로그램을 지원하는 근로자

4. 필수 공공시설물 그리고 작업의 설치, 검수, 그리고 유지를 지원하는 근로자 (+dams, bridges, heating and cooling plants, water and sewer main breaks, fleet maintenance personnel, construction of critical or strategic infrastructure, structural engineering, geomatics, custodial health and safety requirements, environmental compliance, integrity of underground infrastructure, management of non-hazardous solid waste, traffic signal maintenance, emergency location services for buried utilities, maintenance of digital systems infrastructure supporting public works operations, and other emergent issues)

2. 응용/설치작업을 통한 생산과정에서 건축 자재의 서플라이 체인을 지원하는 근로자 (+cabinetry, fixtures, doors, cement, hardware, plumbing, electrical, heating/cooling, refrigeration, appliances, paint/coatings) 그리고 필수적인 기능에 필요한 보수 자재와 장치를 보장하는 서비스를 제공하는 고용인

3. 배급, 창고, 콜센터 시설을 통한 전자상거래와 다른 필수적인 작전 지원 기능을 지원하는 근로자

4. 다음 주거지 및 상업지 장치의 분배, 서비스, 보수, 설치하는 근로자 (HVAC systems, boilers, furnaces and other heating, cooling, refrigeration, and ventilation equipment)
