캐나다에서 컬리지가 가장 많은 온타리오주. 그 온타리오주에서 최근주정부 이민 승인을 대폭늘리겠다고 발표한바 있지요. 연방경험이민이 까다로워진 지금, 그 해법을 온타리오 주정부에서 찾아 내기 위해 다음의 정보들 정리합니다.

온타리오주의 유학후 이민 프로그램은 다음과 같이 고용주의 프로세스와 신청인의 프로세스로 구분되며, 고용주의 심사가 완료된후 지원자의 주정부 이민신청이 가능합니다.

Step 1. For Employer / 고용주심사 Pre-Screening by employer

누가 고용할수 있나.

고용주나 투자자는 캐나다 혹은 해외에 있는 피고용인들에게 승인된 포지션을 기반으로 채용할수 있습니다.

고용주의 요건

- 최근 3년간 ACTIVE 하게 사업체를 운영했음을 증빙해야 함
- 신청인이 일을 하게될 온타리오주에서의 사업장이 있어야함
- 고용기준, 건강과 안전, 노동규정등의 관련 법률을 준수해야 함
- 광역토론토내의 사업주의 경우 :전년도 매출 100만불 이상, 5인이상의 캐나다영주권자이상의 피고용인 보유
- 광역토론토외의 사업주의 경우 :전년도 매출 50만불 이상, 3인이상의 캐나다영주권자이상의 피고용인 보유

포지션 규정

- 퍼머넌트/풀타임 포지션으로 12개월동안 1560시간 이상 근무
- Skilled position (NOC 0, A, B) 이어야함
- 급여
평준급여수준 : Foreign Worker Stream 의 경우Prevailing wage 기준에 부합해야 함
엔트리레벨 수준 : International Student 의 경우Entry-level wage 기준에 부합해야 함
- 캐나다 노동시장에서 분쟁의 대상이 되지 않아야함
- 회사 운영에 필요해야 함

Note : 만약 지원하려고하는 대상이 해외에 있거나, 캐나다를 방문중인 경우, 또는 타주에서 일을 하고 있는 경우에는구인 노력을 입증할수 있는 자료들이 포함되어야 합니다.

다음의 경우에는 신청자격이 되지 않습니다.
- 계절노동자, 파트타임
- 하청 혹은 파견 노동자
- 재택근무, 화상근무, 전화근무등 고용주의 사업장에서 일을 하지 않는 경우

2인 이상 고용하려고 하는 경우,
광역토론토 이내 사업주 : 5인의Full time, permanent employees 당 1인 채용 가능
광역토론토 외의 사업주 : 3인의Full time, permanent employees 당 1인 채용 가능

고용주는 년간 총 20인의 외국인을 고용할수 있으며, 단 20인 이상을 채용하려고 하는 경우에는 다시 심사가 진행됩니다.

Pre-Screeningby Employer

위의 요건에 부합하는 고용주는 다음의 서류를 구비하고 Pre-Screening신청을 해야 합니다.

온타리오주 내의 사업장임을 증빙	Deed - 고용주가 오너쉽을 갖고있고, 세금 관련 자료들을 제시해야 함 또는 렌트 계약서, 인가, 유효한 인가증명 - 임대인이나 허가인의 이름, 주소와 연락처가 명기되어야 함
고용분쟁을 조장하지 않을 것임을 증명하는 자료 구인광고 자료	광고 자료 구인 노력 - 구인자 명단, 인터뷰 횟수, 인터뷰에서 캐나디언이나 영주권자를 택하지 않은 이유

처리기간

90일내에 처리를 원칙으로 하며, 서류가접수되면 접수 레터가 메일로 발급됩니다.

승인 후

Employer Pre-screen Approval letter와 Pre-screen Position form 그리고 Applicationpackage for each prospective nominee 가 발급되며 신청인은 60일이내 주정부에 이민을 신청합니다. 기간이 경과하면 재신청해야 하므로 유의해야 합니다.

고용 제안

고용주는 피고용인에 잡오퍼 레터를 제공해야 하며, 서명 및 다음의내용이 포함되어야 합니다.
- Printed on company letterhead and identifycompany address, telephone/fax numbers, email, and website addresses;
- Identify the responsibleOfficer/Supervisor and include his/her signature;
- Stamped with the company’s corporate seal(if applicable); AND
- indicate the following: Occupation title
- Wage forfull-time, permanent position being offered

- Number ofdays/weeks of vacation

주정부는 5년까지 고용주와 고용여부에 대한 Feedback 을 요구할수 있습니다.

Step 2. For Employee / 피고용인 심사 International Student with a Job Offer Stream

수속비

1500불 (OntarioMinister of Finance를 수취인으로 머니오더의 형태로 제출)

신청요건

1. 지원자는 승인된 Permanent,full-time job offer 를 갖고 있어야 하며, 직종군 NOC level 0, A, B 그룹에 속해야 함.
2. Entry level 의 급여수준에 부합해야 함
3. 2년이상의 컬리지 혹은 유니버시티 학위 보유 증빙자료 또는 1년이상의 석사학위 보유 증빙자료를 준비해야하며, 캐나다에서 학위의절반 이상을 완료했고 졸업한지 2년이내 임을 증빙해야 함

구비서류
